The Federal Office for Buildings and Logistics (FOBL) has awarded SonarSource, the legal entity of Geneva-based software publisher Sonar, a framework contract worth up to CHF 2.32 million for its SonarQube software. The award is published on simap.ch, according to ICTjournal on 30 October 2026. The unicorn based in Vernier (GE) thus remains the code-checking tool of the federal administration.
What SonarQube does in the federal administration
SonarQube is static code analysis software. This type of tool examines a program's source code without running it, in order to spot defects. The award notice covers precisely the supply of such software, according to the ICTjournal article of 30 October 2026.
The Confederation is no stranger to the tool. It already uses SonarQube to monitor and improve the quality, security and integrity of its software solutions, ICTjournal notes. The new contract therefore extends an existing use; it does not launch a new project.
The main beneficiary is the Federal Office of Information Technology, Systems and Telecommunication (FOITT), in Zollikofen. The services will mainly be provided to it, but they may also concern other sites of the federal administration. The FOBL, for its part, handled the purchase.
A CHF 2.32 million framework contract: a ceiling, not a certain expense
The announced amount is a maximum. According to the award cited by ICTjournal, the winning bid amounts to CHF 2.32 million, value added tax (VAT) included. But the basic mandate represents only around CHF 382,500; the rest, CHF 1.94 million, corresponds to options.
| Element of the contract | What the award says |
|---|---|
| Buyer | Federal Office for Buildings and Logistics (FOBL) |
| Selected supplier | SonarSource, legal entity of Sonar |
| Subject | Static code analysis software (SonarQube) |
| Total bid amount | CHF 2.32 million, VAT included |
| Basic mandate | Around CHF 382,500 |
| Options | CHF 1.94 million in total |
| Duration | 5 years, then two possible extensions of 2 years each |
| Procedure | Open, launched in June 2025, 4 bids submitted |
| Main location | FOITT, Zollikofen |
The duration follows the same logic. The contract initially runs for five years. It can then be extended twice by two years, but only if the financial ceiling has not been reached. What is established, then, is the maximum envelope and the base; what the Confederation will actually spend will depend on the options it activates.
Sonar, the Vernier unicorn, selected from four bids
The renewal was not automatic. The previous contract was expiring, and the FOBL launched a new call for tenders in June 2025, under an open procedure. Four bids were submitted. According to the award decision, SonarSource obtained the best scores, both on price and on the qualitative criteria.
Sonar is one of the few Swiss unicorns, that is, companies valued at one billion dollars or more, ICTjournal notes. Sonar is also presented, alongside the technology company Proton, as one of the two unicorns in the canton of Geneva. Olivier Gaudin, founder and chairman of Sonar, believes that the Geneva ecosystem has produced several unicorns in ten years, according to a press release reported by 2clics.
The company is also involved in its canton. Together with the Proton Foundation and the Geneva Foundation for Technological Innovation (FONGIT), Sonar is committing CHF 300,000 to the Geneva Student Entrepreneurs student club. This club comes upstream of tools already in place, such as the Geneva cantonal innovation programme, which supported four projects from higher education institutions in October 2026.
Federal public procurement: what it changes for a Swiss software publisher
For a software publisher, the Sonar case shows that a public client has to be won back at each renewal date. Being already in place did not exempt SonarSource from an open competitive tender, judged on price and on quality.
The gateway is the simap.ch platform. According to its home page, it brings together the purchases of the Confederation, of organisations linked to it, of the cantons and of the communes. It lists ongoing and completed calls for tenders that comply with public procurement law. An SME wishing to bid can in particular:
- search for calls for tenders, or set up a subscription that flags them;
- download publications and tender documents;
- ask questions about a call for tenders;
- submit its bid online.
Transparency also works the other way. Procurement offices publish their awards there: that is how the amount of Sonar's contract became public. A software publisher can therefore study past contracts in its sector there. Publications prior to 1 July 2024 can be found in the platform's archives.
What we don't know yet
- The names of the three other bidders and the price of their bids.
- The amount of the previous contract, which would make it possible to measure how spending has changed.
- The exact content of the CHF 1.94 million options and when they might be activated.
- The number of federal offices, beyond the FOITT, that will use SonarQube.
- Sonar's current valuation: the sources only place it above one billion dollars.
